ILP Political Leader Jack Warner on Wednesday night said all of the party’s successful candidates would undergo drug testing.
He said so at a political meeting in the Cumuto/Manzanilla constituency at the corner of Eastern Main Road and Plum Mitan Junction, Manzanilla.
Challenging the UNC to do the same Warner said: “Once you have been screened and are successful this is the test you have to pass... not the screening test.
Warner also presented purported documents which said Super Industrial Services Ltd (SIS), the company contracted to design and build the billion-dollar Beetham Wastewater Recycling Plant, had failed to meet the stipulated requirements.
He said according to the documents, SIS had no proven track record of operation or maintenance of such plants
“According to this SIS did not qualify to do the project. They had zero experience and they have no civil engineer assigned to the project,” Warner added.
He said a foreign company put in a bid for the contract for $800 million but instead it was given to SIS for $400 million more.
Warner said the contract also said no payment in advance but NGC paid SIS in advance US$32 million.
On the laying of pipelines for the project Warner said: “The pipelines are to cross the Caroni and Guayamare River. Those two rivers are major crossings and the pipeline is to be laid underground, under the river using horizontal direct drilling.
“SIS has refused to do this and what they are doing is banking the rivers and in doing so will destroy the ecology of the region.
“The pipeline is being laid and backfilled without testing.”
Describing it as “Kamla’s most corrupt act in five years,” Warner said: “The staff has no formal training. SIS is himself to himself.
“This is a fraud and any serious government would have imprisoned them all, lock stock and barrel.”
On the firing of former director of the Strategic Services Agency (SSA) Nigel Clement who is set to receive a million dollar compensation package from the State for being wrongfully dismissed after serving in the post for nine months, Warner accused Persad-Bissessar of ordering the dismal.
